I wash the vehicle myself by putting the quarters in the machine. When I am done, I go into the office and have them make out a credit card receipt (the old style before we had the swipe method) for the amount that I spent. They put the amount on a multi-part credit card form (with the carbons) and "frank" the slip so it shows the station name and the amount. They give me all of the copies. This gives me a receipt with the dollar amount and the date. These materials are currently available in English and our library's ESL/World Languages staff are translating them into several other languages as well. We actively promote Mobile Services to other library staff throughout our system. Information about Mobile Services is available on the library's web site and on our staff intranet. In addition, we regularly visit the unit meetings of other branches and departments to talk about our services, answer questions, and encourage other staff to refer patrons to us. Our printed publicity materials are available at library branches. Several other projects are currently underway. We are creating a poster that will be displayed at facilities we currently visit, explaining what we do and what we can do, and a flyer with information to give to building managers/activities directors/etc., for them to distribute to residents of the facilities we visit who may not be aware of our services. We are also working on a plan for better external distribution of our home service publicity. Right now it is mainly used in the library, but we really want to reach people who aren't coming to the library, so we're working on developing and making use of our community contacts to reach people who might be eligible for the service. We plan to target referral agencies, other agencies serving similar populations, etc. For example, we have given the brochure to our local Meals on Wheels agency to distribute to their clientele, and we are listed in our county 2-11 social services directory. Now we contract with our local community transit company by the month. We take the bkmo in once a week to get washed by their guy. It takes him a half hour, while I shelve and do whatever (always something to do) while he washes the outside. It's great! The purpose of this research is to identify different models, for example volunteer vs. staff conducted or books-by-mail or personal delivery, of homebound programs that public libraries have adopted. For this research, the definition of a homebound program or service is a program or service that a public library provides for people who are unable to come to the library easily or unable to carry materials home from the library due to a medical or physiological disorder. As a part of this research, I will be conducting a 25 question survey and I need 5 librarians to test the survey and provide comments. So I'm turning to ABOS. The National Assessment of Adult Literacy (NAAL) tells us that at least 90 million adults in the U.S. read at or below basic literacy levels. Current statistics show that 30% of high school students leave school without a diploma (50% in African American and Latino communities). We see these adults and teens - who have the same information needs and interests as those with degrees - every day in our libraries. Public libraries are overwhelmed with demands on services in this economic downturn. People looking for work flock to the libraries to read wants ads, write resumes and complete online job applications. Can't afford to go to the doctor? Need to study for the GED? Want to become a citizen? There are many resources on the web that can respond to these needs but one needs to be pretty web savvy to locate (and evaluate) them. Savvy like librarians. The objective of this meeting is to explore the possibility of a national project to support cooperative collection development of online information portals for adults and teens with low literacy skills. Project participants would share responsibility for and access to a common web library that could respond to the common information needs of our common clients. If they will be traveling with us, we have them fill out the attached release form. If they are under the age of 18 years, I also have a parent sign the release form. Many of our teens help out at their neighborhood stop, so they don't travel with us. Most of our volunteers are arranged through our volunteer coordinator at our Main Branch and have to sign a hold harmless agreement. The ones at help at their neighborhood stop are mostly an informal arrangement as they just want to spend time with staff and help out. I also use volunteers in house for various projects such as cleaning books, preparing crafts, preparing sign-up packages for the Summer Reading Program, or other small in house projects. Each tab sheet represents a different scenario....one hour neighborhood stop for 50 weeks in the year, a one day special event, and finally a school stop based on 32 weeks (9 months of a school year). Formulas are in the spreadsheet, so hourly salary and burden rate can be changed to fit any changes to salary or burden. I did put in a line for % of rent and/or fuel, but haven't included a figure in attached document. Let me know if you have any questions. I know you are using this to help another agency get a grant. I've used this to determine what would happen to my program with budget cuts and to give private schools or for profit businesses a figure if they want to "rent" us. No one has yet to take me up on "paying" for our services. If they will be traveling with us, we have them fill out the attached release form. If they are under the age of 18 years, I also have a parent sign the release form. Many of our teens help out at their neighborhood stop, so they don't travel with us. Most of our volunteers are arranged through our volunteer coordinator at our Main Branch and have to sign a hold harmless agreement. The ones at help at their neighborhood stop are mostly an informal arrangement as they just want to spend time with staff and help out. I also use volunteers in house for various projects such as cleaning books, preparing crafts, preparing sign-up packages for the Summer Reading Program, or other small in house projects. Many Bookmobile engines can operate well on biodiesel. In Wheeling, there is a Marathon station as well as the Cook county vehicles facility which both have biodeisel blends. Chicago, through the direction of Mayor Daley, who not only wants the Olympics but wants to be known as the "green" mayor, is sponsoring this fuel in all county vehicles, in addition to perhaps the return of electric buses/trolleys. To return to your observation- I haven't figured out the carbon emissions of the Bookmobile and yes, that would subtract from the total environmental savings. I will research this and deduct that from the total carbon emissions prevented. Because Wheeling is a suburb with almost no public transportation, the Trustees have made a commitment to reach pockets of the area, in the spirit of Mary Titcomb- the bookmobile founder, where patrons are unable to visit the library because of limited transportation. We have been using the same carts since June 1995 - we originally ordered 10 carts and keep 6 on our truck so each one has survived years of use. These carts are aluminum and have adjustable shelves so they are light weight and versatile. The shelves do slope and would be interchangeable with the metal shelving on many Bookmobiles. After that many years of service they are a little ugly but are still in daily service and they have survived numerous falls off curbs or even off the back of the truck with only a few welding repairs. They are expensive compared to many other carts but the fact that they have been in service for this long has proven them to me. We used to use standard one-sided, three shelf steel carts but they tipped easily and needed to be welded frequently (probably because they tipped but also because the steel didn't flex and they developed cracks). One sided carts are nice because they can be placed against walls but a downside is that they are more easily tipped if someone leans on them. That can just happen but it becomes a real issue if a senior who is unsteady on their feet leans on them. In general, I think you should try to get the biggest possible wheels for you carts as they make it much easier to get over curbs and thresholds. We have replaced our wheels on several occasions (in a past discussion on this list I believe some libraries reported doing this every couple of years but it has been more infrequent for us) because salt caused corrosion. The Arizona climate may be kinder to wheels than Ohio's. I think 4 wheels are better than 6 because wheels in the middle of a cart can hang-up if you are pushing carts over curbs. Weight is a serious consideration because so many library employees are female and none of us are getting any younger. There are some giant rugged carts available (the Gaylord Book Beast is a thing of beauty and has a wonderful name!) but they would be impossible for many staff members to move and would take up a lot of room in your truck and at your stops. Your vehicle can be a factor. We use a box truck with a hydraulic lift so we can move anything (even the Book Beast!) but it would be very different if we used a vehicle with a ramp or had to unload our cart and then lift it into a van at each stop. The light-weight aluminum carts would be really nice in that situation. If you are starting this kind of service, you want to address the ergonomics of moving the carts with your staff. It is harder to move loaded carts in and out of buildings than it is to move them around inside of the static library. I have found that a lot of new people want to bend over and pull the carts toward themselves if they are faced with an obstacle when the carts are relatively easily moved if grabbed at the top and pushed forward with ones feet. There is a definite learning curve at first where carts are tipped. Good luck with this service. I think it is one of the best things we do. My library just purchased two double sided carts along with the security system for our one bookmobile. Don (from Acore) was fabulous in helping me figure out what exactly we wanted and needed. Also -- we tried a cart from a different company -- I think it was called "the Sherman Tank" and within a couple of weeks some of the wheels had fallen off. In my opinion one of the best things about the Acore carts are how the casters are welded? to the bottom of the cart. The wheels/casters take a lot of abuse going over door jams of various levels. We had to use a variety of carts over the selection process of choosing new carts and no other cart and/or wheels performed as good as the Acore carts. One other thing -- the security system is so much better than what we were using. Previously we had brackets that we threaded a security strap through to secure the cart and it would bounce and clang around occasionally. With the Acore system -- we hardly hear a peep. But-what worries me is that we see our stops only once every 4 or 5 weeks (and mostly the patrons are Amish so Thursdays are often weddings/funerals) and if I am giving the patron only one hour every 4-5 weeks to return something (often the something is 40-50 items)-Can we, in good conscience, charge them? When people owe fines at fixed facilities they generally have a 30-60 hour a week window to return them. The only people who objected were the ones who weren't regular customers and tracked down the BKM to return late items so they did not have to pay the fines. The chances of a patrons missing a bookmobile stop are too great and the chances of a bookmobile not making it to a stop are too great to fairly charge fines. I also think that charging fines and not excepting money on the bookmobile is an equation for denial of services. People use the bookmobile for a reason and often that reason is that it is difficult to get to a library. To charge them fines but force them to pay the fine through the mail or at a library is simply a barrier to service. It also makes bookmobiles and libraries look like the worst kind of bureacracy. For me, as long as security concerns are great enough that bookmobilers can't safely accept money, then they shouldn't be enforcing fines either. We have stops in town, in outlying suburban neighborhoods, and in small farming communities nearby. Even with stops in the lower income, more crime-prone areas, we haven't had safety or theft issues to date. All that being said, I personally agree with the reasons for NOT charging fines on the BKM. I've asked several times to consider eliminating fines, but the income we receive always outweighs the benefits of not charging fines. We are more flexible with fines on the BKM than in the library. We forgive them or cut them by up to 50% to help the customers out. Our concern is that the materials come back in usable condition, not that we have someone pay $1.25 because an item was late 7 months ago. We've set up our ILS library-wide-BKM and main library-to allow a customer to have up to $10 in charges on their account, yet still have full usage of their card. Once fees hits and/or go over $10, then they can't use the card until they pay down to under $10. We usually make deposits once a week, depending on the amount of fines we take in during that week. I have had no problem with staff or patrons stealing $$ from the cash box and we keep a written log book of all cash box transactions for each bookmobile. My library is looking into purchasing a bookmobile and we were wondering if it would be less expensive to purchase a fairly new used one and have it renovated rather than buy a brand new one.
